Evolution At the Oasis:
#3: An Evolutionary Context for the Next Millennium

Robert Muller, former Asst. Secretary General of the United Nations, wrote "My Dream 2000" which began with: "I dream.... that on 1 January 2000, the whole world will stand still in prayer, awe and gratitude for our beautiful, heavenly Earth,and for the miracle of human life." and ended with: "I dream that the third millennium will be declared and made Humanity's First Millennium of Peace".

Acknowledging that the third millennium is technically beginning on Jan. 1, 2001 and not on Jan. 1, 2000 (due to the fact that the Gregorian Calendar began with the year 1 and not zero), it is nevetheless useful to consider an evolutionary framework for what is happening in today's fast-changing world.

We are not only approaching a time of global peace, but one of abundance, prosperity and harmony on the planet, sometimes called "a world that works for everyone".

You may well be skeptical in view of recent wars, the rejection of gun controls, recurring famines, the ongoing degradation of our environment and the threat of a "New World Order" that perpetuates hierarchical dominator models in society.

The viewpoint I share with you as an "Evolutionary Agent" is that the transition has begun.... that the "seeds of the future are present in today's world", and that if we focus media attention on "What's right with the world" we will get a glimpse of what we are moving towards instead of focussing major media attention on what we are running away from..... wars, violence, crime, disasters, etc.

In personal terms, it means focussing attention on yourselves, your families, neighborhoods and communities in a step-by-step creation of health, well-being, and compassionale caring for each member of the human race and for all of the living creatures on this planet.

The links already present in the OASIS PORTAL will serve as guides for your evolutionary journey. However, the framework for a Global Civilization has only begun, and I'd like to introduce you to a most hopeful new entity on the horizon, a Global Peoples Assembly (GPA), which may be launched in New York in June 2000 as part of the "Millennium Peoples Assembly" and to the group that is doing most to prepare for it, the Millennium Peoples Assembly Network (MPAN)

Understanding that the existing United Nations is composed of representatives of Government, and that affiliated with the UN is a group of Non-Governmental Organizations (NGO's) that represent organizations, there has never been an entity that truly represents the People.

For many years, there have been sporadic attempts at creating a more democratic system to achieve this goal since governments, while claiming to represent the will of the people, rarely do so. In 1997, Kofi Annan, the current Secretary General of the U.N., called for creation of an NGO Millennium Forum AND a "Millennium Peoples Assembly", which in turn, led MPAN to form, and begin a series of prototype meetings which were especially focussed at the Hague Appeal for Peace Conference (May 11-15, 1999) which I was privileged to attend as a delegate from Hawaii.

The Hague MPAN meetings resulted in "A Declaration for a Global Peoples Assembly and a petition for partnership with the UN which stated on May 15 1999:

"We, citizens of the world who are participating at the Hague Appeal for Peace, Affirm our freedoms, rights and responsibilities to our planet and to each other; Recall that the Charter of the United Nations, adopted in 1945, determined to save the world from the scourge of war; And recognise that the United Nations needs the assistance and co-operation of all people to achieve its aims.

We support the United Nations call for a "People's Millennium Assembly" [also called the Millennium Forum] to receive reports and recommendations from local and regional assemblies and forums throughout the world in the year 2000; And we hereby call upon civil society and the United Nations to join us in establishing a permanent, representative Global Peoples Assembly to further promote dialogue, co-operation, and partnership between and among governments, organisations, and the people of the world."

It is important to note that the precise relationship between the projected "permanent Global Peoples Assembly" and the Millennium Peoples Assembly in New York is not yet firm.

The enormous complexity of actually creating the Global Peoples Assembly is no small matter. In some ways it is like the Constitutional Convention which created the United States out of 13 colonies. However, one major difference is that we have in the Internet, a communications tool to reach more people than have ever been reached before, and for those people who so desire , to participate in forming the GPA, whether or not they can be present at the next MPAN planning meeting (Samoa - April 2000) or at the New York meetings.

The evolutionary context of these developments is relatively simple.

At every major shft in evolution, the old order falls away and something new emerges that grew within that old order to replace it. If you think of a chicken growing within an eggshell, you will get the idea.

In today's world, the eggshell consists of the economic, political, financial and social structures that have been in place for centuries. These are marshalling their forces to harden the shell, to perpetuate what has been, and to form what some have called a "New World Order". With the growth of the Internet and of the ability of people to communicate and coordinate with each other, independent of hierarchical structures, has come a "quickening" in the life of the "chicken" growing inside the shell.

To make a metaphoric leap, let's say that "a unfied field of human consciousness" is that chicken, and one of its early manifestations will be the Global Peoples Assembly.

We are talking about the formation of a new civilization. It's seeds are present in the Community Resiliency programs of Robert Theobald and in the Foundation for Conscious Evolution of Barbara Marx Hubbard . The seeds exist in numerous organizations that speak for a better world for all humanity, and I give here only a sampling of those that are leading the way to that "world that works for everyone".
